The Director of Special Programs is a critical, senior level role reporting directly to the Treasurer. The position is a key member of the Treasury Lead Team and will engage with many executive-level stakeholders across the University as well as external banks and compliance-related organizations. This position will be responsible for the oversight and management of three distinct University programs: the Human Subject Incentives Program (HSIP); the Mcard Program, and the Merchant Services Program. As a part of Merchant Services Program responsibilities, this role will also manage the University’s Payment Card Industry (PCI) compliance efforts alongside the University’s Information and Technology Services department. 

This position will be responsible for leading 3 direct reports and an additional 5-7 indirect reports.  

HSIP

HSIP facilitates the processing of incentive payments being issued to human subjects participating in U-M research studies. The HSIP team processes 150,000+ payments across 1,000+ studies on an annual basis. The team works closely with faculty and research teams, along with many critical University stakeholders including Internal Review Boards, the Tax office, and the Institute of Social Research (ISR).

Mcard

This program oversees the university’s ID card, which is the single card that provides access to many university and non-university services on all U-M campuses and Michigan Medicine. It oversees ID-related policies and works closely with multiple departments to coordinate card production, card distribution, and building access control services. Around 65,000 Mcards are produced annually by multiple ID-issuance stations, which are overseen by various U-M units. 

Merchant Services/PCI Compliance

The Treasurer’s Office is responsible for the management of over 400 credit card processing merchant accounts throughout U-M's three campuses and Michigan Medicine. Merchant Services is also responsible for ensuring ongoing compliance with the Payment Card Industry (PCI) Data Security Standards (DSS). Operating across a variety of credit card payment solutions, university merchants take in over $300 million in sales through approximately 2 million transactions annually.

As part of the University of Michigan Finance Division Future of Work Initiative, the position may work onsite, remote, or hybrid (both onsite work and remotely) based on the business needs of the unit. 

• Project Consulting
• Manage specific portfolio of projects related to the Treasurer’s Office
• Manage Treasury’s participation in ongoing PCI compliance efforts
• Participate in various Finance committees  
• Lead and manage ITS relationship and associated scorecards and service level agreements (“SLAs”)
• Manage dashboard of monthly reports
• Support the program manager in managing the program, policies and contracts

Mcard 

• ATM policy and installations on the campuses
• Responsible for managing the marketing budget and overall Mcard financial status
• Manage relationships with unit partners (e.g., Housing, Health System, Human Resources)

Merchant Services

• Lead PCI compliance effort
• Manage relationships with unit partners, PCI compliance partner, banking partner, third-party solution providers and vendors
• Responsible for managing the overall program financial status/rebate program

HSIP

• Lead compliance and customer service effort within this program 
• Build and maintain relationships with payment vendor(s) and unit partners

 Staff Development and Employee Engagement

• Lead 3 direct reports
• Actively support Employee Engagement efforts
• Participate as a member of the Treasurer’s Office Lead Team
